Andy Castle, MIPD - Background and Experience
I am Guernsey-born and have lived here most of my life.
Although I originally trained as a teacher and worked in the UK during the 1970s, I came back to Guernsey and entered the Civil Service in 1976.
I worked in 6 different departments of the States including Education, the Civil Service Board and the Department of Health. After 1981 my posts began to include increasing Human Resources elements.
In 1993 I became Director of Personnel at the Board of Health where I was responsible for recruitment, training and development, personnel strategy, policy and procedures, manpower planning, establishment control and industrial relations for 1800 staff. This included negotiating with 4 employee groups on a range of conditions and policy issues. During this period I became IPD qualified.
During my 30 year career in the Civil Service I had several stints serving on the Executive of the Civil Service Association (now called the Guernsey Association of Civil Servants), including 2 terms as its President. I led negotiating teams on pay and conditions claims and took a special interest in dealing with individual grievance and disciplinary cases.
In the last 2 years I have represented several clients in employment law matters and have always achieved an excellent outcome for the client.
